Flight crews intending to fly an IFR approach shall contact Lugano TWR requesting the type of approach they intend to execute.

Whenever an approach to RWY 19 is prevented by northerly winds, crews who are unable for an IGS APCH and are not yet ready for a visual APCH to RWY 01 upon first call, shall expect an initial CLR (comprising a circling) to RWY 19. They shall report as soon as they are ready for a visual APCH RWY 01, and may expect to be cleared accordingly.

For VFR flights which do not carry a functional RTF equipment, prior permission is required. Light signals will be given by Lugano Tower.

Best practice:
i: Be informed that ATC approach clearance must always be consistent with an IFR procedure to the RWY in use or requested. Expect clearances as “Cleared LOC approach RWY 01 / Circling Charlie RWY 19”; “Cleared LOC approach RWY 01 / Circling Foxtrot RWY 19”; “Cleared IGS approach RWY 01”; “Cleared Visual approach RWY 01”; “Cleared Visual approach RWY 19”. ATC CAN NOT clear for LOC 01 approach only. The LOC approach must be followed by a circling as stated on the approach chart. Make your requested approach type accordingly, as above.
ii: Be advised, ATC needs your visual approach planning in advance. If you are still in IMC, please report the following planning for ATC traffic management: “Request LOC approach 01 / Circling C or F RWY 19, option Visual approach RWY 01 or 19. Visual approach RWY 01 may not be granted due to traffic flow in/out of Lugano. If this is needed, expect delay for your approach clearance.
